Overview
This paper proposes a six-step framework for establishing speed zones, based on a literature review, a nationwide survey, and interviews with Nevada Department of Transportation engineers. The steps cover zone identification, speed-limit determination, transition-zone design, approval, enforcement, and follow-up.
The study also identifies gaps in existing state guidance, particularly around detailed speed-zone design, and offers a foundation for agencies developing speed-zone manuals.
