Overview
Communities often request lower speed limits on rural highways, but agencies need a consistent process for evaluating those requests. This study combines a literature review, nationwide survey, and interviews with Nevada Department of Transportation engineers to propose a framework for speed-zone guidance.
The six phases are speed-zone identification, speed-limit determination, transition-zone design, approval, enforcement, and follow-up study. The framework can help agencies develop or improve speed-zone manuals.
